Possible to get all three? Penetration, no glancing, and Crit?
So I've assembled (and tweaked) what seems to me to be a decent deck, which I have mentioned on other posts and will link to below for ease of access:

(The two recent edits I made to it were adding in an Aux weapon - chainsaw - and swapping out Short Fuse for Electrical Storm)
Brief note: I never group up and never do dungeons, just solo PvP missions and stuff.
Now, along the way I have been reading about that while Crit is nice, it doesn't matter much if you Glance, so raise your Hit Rating. Likewise, I've heard that Critting with no penetration doesn't do great either.
So I took a different (possibly) approach - I stopped worrying about Crit and instead focused on Hit Rating and Penetration. (When I need to Crit I use Anima Charge/High Voltage, usually right before Thor's Hammer.)
My current numbers, using blue and purple QL10 gear, glyphs, and signets, are:
Health: 6895 (thanks to a Woodcutter's)
Attack Rating: 2039
Crit Rating: 73
Hit Rating: 397
Penetration Rating: 553
My results have been good enough to make me content - I single shot most single baddies using either Molten Earth and/or Thor (and Blaze, which has +40% Crit chance also), and I clean out groups using Arc Flash and Elect Storm, and I don't Glance much, and I *often* penetrate. However, honestly, I don't know if The Hit or Penetration numbers are overkill - or even still too low, I don't yet have a handle on what numbers are needed.
My questions are twofold:
* Should I be gearing for different numbers than I have, especially since in practice it feel like I am being successful - although I've only JUST made it to Savage Coast? If so, which numbers and how much different, and to what end?
* Is there a deck (compatible with Solo PvE play) that leans primarily on Elemental attacks (without using manifestations, which I aesthetically don't like) that can offer super high crit without getting a lot of failed penetrations or glances? If so, what gearing makes sense for it?
